Research and innovation

All regions host state-of-the art research and innovation policies and projects. Gelderland and Hedmark substantially benefit from their close affiliation with major urban cores, in which they play specific nodal roles (see ‘Incubators‘). Other regions feature more autonomous developments.

In Twente, key initiatives are here the Twente Innovation Platform (IPT) and the Twente Innovation Route (strategic agenda). The IPT is an initiative in which regional companies, education and research institutions and the authorities work together. Together they have developed an ambitious regional innovation program, further boosting economic activities and employment opportunities in Twente. This
innovative builds since around 2005 on national policies that chose Twente as an innovation region and opened funding possibilities. TheIPT tries to focus on new (technological) developments and work opportunities as well as obstacles. Regional opportunities are created byanalyzing trends together with partners and translating them into strategic choices. The mission of the ITP is the acceleration of existing innovative processes within companies, educational institutes and research institutes using active participation by the government. The development of a strategic agenda and the enabling of cooperation between these disparate organizations are important focus areas of theIPT. The hope is that this leads to “surprising” connections and environments that can lead to a new economic momentum.

NRW presents is a center of innovation with many interesting technology companies depending
depend on broad basis of experts. In the competition with other regions it is important for companies from OWL to bind highly qualified professionals to the region. Policies are organised along sectoral lines:
Within OWL there exist the following sectoral networks:
1. Bio‐Tech‐Region OstWestfalenLippe e.V. (Biotechnology)
2. Energie Impuls OWL e.V. (Energy)
3. Food‐Processing Initiative e.V. (Food)
4. InnoZent OWL e.V. (Technology driven, IT, Hardware Companies)
5. IT Dialog OWL (IT, Software Companies, Graphics, Media etc.)
6. Kunststoffe in OWL (Plastics, Synthetics)
7. OWL MASCHINENBAU e.V. (Engineering)
8. ZIG – Zentrum für Innovation in der Gesundheitswirtschaft OWL (Health)
9. Zukunftsinitiative Möbelindustrie Nordrhein‐Westfalen (Furniture)

The development of the sectoral networks in NRW already started in the late 1990. And it can be said, that it was a bottom‐up process, which means it was a company and not a policy demand to realize such network in the region. Especially SMEs were interested in the building of strong regional networks in order to foster the regional co‐operation. Meanwhile most of the listed networks are organized and even have a network management. The given networks learn from each other on the one hand and compete on the other. Especially the engineering network and the IT network InnoZent have strong co‐operations. The networks meanwhile have a good standing also known over regional borders and by this they contribute to the rise of the regional attraction.

In Navarra, innovation is fostered through the Technology Plans. The Third Technology Plan maintains the structure organization and management of the Second Plan, based on close collaboration between the Agency Navarra Innovation and the various Departments of the Regional Administration, and especially with Department of Innovation, Business and Employment. To strengthen the operation of this structure will be created working groups range inter-departmental Management Service and coordinated by the Agency Navarra deInnovación. These groups will monitor quarterly various actions.

In Basel, a major initiative is i-net BASEL, consisting of a public/private partnership aiming at encouraging innovation, entrepreneurship and value creation in the canton of Basel-Stadt. The focus is on the areas of information and communications technology, greentech(environment and energy technology) as well as nanotechnology, which all bear some kind of relation to the economic specialisation of Basel. The key element of i-net BASEL is the network of entrepreneurs, scientists and organisations promoting local business. Members make use of their contacts, experience and expertise to offer advice to other members and start-up companies.
